It's the first official statement that opens the State of the Union address. But who IS this dude and HOW can I get THAT JOB?

That man is Paul Irving, Sergeant at Arms of the U.S. House of Representatives. Elected at the start of each Congress by its members, the sergeant is the chief law enforcement officer for the House of Representatives.
