It has stiff opposition from Democrats and even a fair amount of skepticism from Republicans in the House.The measure was barely endorsed 25-24 in a key Senate vote on Tuesday. One Democrat was absent for the day, setting up the possibility the measure could stall in a subsequent vote scheduled for Wednesday.
