A Montana state senator, Art Wittich, could help lead the way to guaranteeing a balanced national budget.

Senior Fellow for Constitutional Studies at the Independence Institute in Denver, Rob Natelson, says Wittich will be introducing a resolution to have the Montana legislature apply to Congress for a convention to propose an amendment called the National Debt Relief Amendment.

Natelson says the constitutional amendment would require a majority of state legislatures to vote in favor of raising the debt limit. He says such an amendment would force the federal government to balance the budget each year, just as 48 of the 50 states are required to do.
